EXAMPLES OF DUTIES
Reviews and develops a working understanding of all rules and regulations, laws, legal interpretations and applications as defined by HUD and local law and implements any regulatory changes necessary to administer programs. Remain familiar and current with HUD changes.
Certifies participants for continued rental assistance; obtains necessary verifications of income, family composition, assets, etc., in accordance with HUD regulations. Informs HCV clients and participating landlords of their responsibilities. Insures proper completion of required program documents such as leases, contracts, etc. Reviews and calculates interim and annual renewals. Inputs and updates all client information into software. Responsible for upkeep of client files in accordance with HUD regulations. Informs clients of the Family Self Sufficiently program.
Perform program orientations to educate and inform applicants and incoming portability tenants of program requirements and responsibilities.
Coordinate with HCV Inspector to ensure timely inspections at admission, annual recertification, and special inspections. Has a working knowledge of HUD Housing Quality Standards. Acts as back up to housing inspector, when necessary.
Maintain proper maintenance of tenant files and computer records to ensure accuracy according to HUD regulations and DCHA policies and procedures. This includes proper documentation for processing annual and interim certifications of HCV participants.
Calculate payments for unreported income participants.
Advocate with landlords to promote de-concentration of HCV voucher holders.
Respond to inquiries, phone calls, correspondence, and email in a timely and responsible manner.
Public relation efforts to include occasional community presentations, as well as contact with individuals and other agencies.
Performs clerical and accounting duties, which include rental overpayments.
Communicate with outside agencies with proper tenant release and consent to share appropriate information regarding mutual clients.
Work with participants who are using portability to transfer from DCHA to another PHA jurisdiction, ensure all required forms are complete and participants are given an explanation of steps required. Complete all required steps with tenant and submit request and required documents to Intake & Portability Specialist. Maintain communication with tenant and landlord concerning occupancy of current unit.
Must communicate clearly and effectively in verbal and written form.
Performs other related duties as assigned.
Requirements
Two years of full time, paid experience directly related to the above summary of duties; Bachelor’s or associate's degree with major study in sociology fields, communications, or business management; or equivalent combination of experience and training
Possession of a valid Utah driver license at time of appointment.
Extensive knowledge of human relations and communications; knowledge of Davis County ethnic and economic demographics. Ability to deal with various situations of a human nature and to resolve problems as they arise; ability to effectively apply general management principles to specific conditions; ability to work effectively with individuals from varied backgrounds to include tenants and landlords; ability to communicate in oral and written form; ability to establish functional relationships with staff and other individuals; ability to interpret HUD regulations and local laws and apply them to specific situations.
General office and clerical skills, intermediate knowledge of Microsoft Word and Excel. Type speed of 50 wpm. Knowledge of basic computer skills.
Work with minimal day-to-day supervision. Flexible and cooperative with job demands to meet work needs.
Interact well with all office personnel.
